Marine Radio Operator Permit (MROP) Study Materials
Prepare for FCC Element 1 With a Clear, Practical Study Plan
Our MROP study materials are designed to help you prepare without making the process more complicated than it needs to be. Choose the instructor-led video course for guided preparation, or study independently with the MROP Study Manual available on Kindle.
Both are built around the material you need to understand for the Element 1 examination.
GUIDED STUDY
MROP Video Course
If you would rather have someone walk you through the material, start with the video course.
The MROP course is taught by Charlie Pascal, who has spent decades teaching students preparing for FCC licensing examinations.
Instead of simply working through question after question, Charlie explains the terminology, rules, operating procedures, and concepts behind them.
The goal is straightforward: Understand the material well enough to recognize the right answer when you see the question on your exam.
Your MROP Course Includes:
Instructor-led video lessons
Coverage of FCC Element 1
Written study materials included with the course
Explanations of marine radio rules and procedures
Exam-focused preparation
Self-paced online access

Integrated FCC MROP & GROL Course
Stream the entire course when it fits your schedule and get everything you need to pass both exams without guesswork. Bonus GROL + MROP study manuals for guided note-taking and reference. Practice tests with answers to sharpen your weakest points fast.
INDEPENDENT STUDY
MROP Study Manual
Prefer to study from a book?
The Marine Radio Operator Permit Study Manual gives you a structured way to prepare for FCC Element 1 independently.
Available in Kindle format through Amazon, the manual takes you through the examination material and explains the answers so that you are learning the rules and procedures behind the questions rather than simply trying to memorize an answer key.
The MROP Study Manual Is a Good Fit If:
- You prefer reading to video lessons
- You already have some marine radio experience
- You are comfortable studying independently
- You want a portable study resource
- You prefer to move through the material at your own pace
- You want to review specific exam subjects whenever you need them
Note that the study manual is also included in the video course available above. There is no need to purchase both.
How to Get Your Marine Radio Operator Permit
01. Prepare for Element 1
Use the video course, the study manual, or both.
Work through the material until you are comfortable with the rules, terminology, and questions covered by Element 1.
02. Schedule Your FCC Examination
The FCC does not normally administer commercial operator exams directly.
Commercial radio examinations are administered through FCC-certified organizations known as Commercial Operator License Examination Managers, or COLEMs.
Individual COLEMs determine their testing arrangements and examination fees. Depending on the provider, remote testing may be available.
03. Pass the Element 1 Exam
The MROP exam contains 24 questions.
You must answer at least 18 correctly to pass.
After you pass, the COLEM issues the required proof of passing or submits the necessary examination information as part of the FCC licensing process.
04. Apply for Your MROP
A new Marine Radio Operator Permit application is filed with the FCC using the applicable commercial operator licensing process.
Your passing examination documentation must meet FCC requirements, including the applicable filing deadline following the examination.
05. Keep the Credential
Once issued, the MROP is normally valid for the lifetime of the holder.
There is no periodic Element 1 retesting requirement simply to keep the permit.
MROP or GROL: Which One Do You Need?
These two licenses are related, but they are not interchangeable.
MROP
The MROP is primarily an operator credential.
Its examination focuses on maritime radio law, regulations, operating procedures, and communications practice.
Required examination: Element 1
GROL
The General Radiotelephone Operator License goes further into the technical side of commercial radio.
It is required for certain work involving the adjustment, maintenance, and internal repair of covered FCC-licensed maritime and aviation radio transmitters and receivers.
Required examinations: Elements 1 and 3
Because the GROL also requires Element 1, students planning to earn both credentials can build on the same foundation.
If you expect your career to involve not only operating marine communications equipment but also maintaining or repairing covered radio equipment, take a look at our dual-license MROP + GROL video course.
